Party By-Electionslabour rose

Frank was heavily involved in several by-elections either as the organiser or accompanying the candidates. These involved, Harriet Harman in Peckham, Kate Hoey in Vauxhall, Nick Raynsford in Fulham, Llin Golding in Newcastle-under-Lyme, all of which were successful and the Bermondsey and Greenwich by-elections which were not.  He also presided over the remarkable trio of by-elections in east London in 1994 when Margaret Hodge, Stephen Timms and Judith Church were all elected on the same day. On the basis of this experience Frank argued successfully that by elections were of national significance and that the Labour Party nationally should therefore have a bigger role in choosing by-elections candidates.
